Nur so als Schnellschuss in's Dunkle: ich als anständiger Daemon würde ja eine
World-Readable
Konfiguration (die ja immerhin Sicherheitsrelevantes enthält) schnöde ablehnen. Schon mal
mit
chmod 600 /etc/hostapd.conf versucht?

Im Anhang einige Ansätze zur Analyse, waren leider erfolglos.
Hat jemand eine Idee, wie dem Problem abzuhelfen ist?
